Since Jan 1, non Malaysian tenants from manufacturing sector can only do rooms rental and not whole unit rental. However, existing tenants can continue their rental until their contract expire.
Those currently renting can stay on until their existing subletting approvals expire.
The change of the rule, affects about 3.5 per cent of HDB households that are subletting partial or whole flats, as reported by Chinese daily Zaobao.
This amendment in subletting conditions is a part of the Government’s long term plan to shelter non-Malaysian work allow holders in purpose-built dormitories and approved workers’ quarters with facilities to better take into account their necessities.
Work permits holder includes for semi-skilled foreign workers in the construction, manufacturing, marine, process or service sectors.
Since Nov 7, 2006, non-Malaysian work permit holders from the construction sector are not allow to sublet HDB flats or rooms. It was extended to the marine and process sectors from May 1, 2015.
Non-Malaysian work permit holders in the service sector can rent whole flats now. Question if the rules will be changed for them too, “rules may review regularly to maintain the balance between the needs of flat owners and sub-tenants”. HDB said.
The HDB said Malaysian work permit holders can still rent HDB flats and rooms “due to the close historical and cultural similarities between Malaysians and Singaporeans”. However, the changes in rule is unlikely to have much impact on the workers.
Some firms, example the timber product manufacturer LHT Holdings, had their workers shelter in dormitories.
Most firms that house workers in dormitories do not involved in their workers’ housing consent. Mr John Kong, managing director of M Metal and a council member of the Singapore Manufacturing Federation said.
